2022-23 Annual Report Endorsed by Council

Mansfield Shire Council’s 2022-23 Annual Report is now available to read online on Council’s website.

The report provides information for the community on Council’s performance in the 2022-23 financial year against the Council Plan 2021-2025. It includes details on the progress made against initiatives in the plan, as well as the financial and performance statements.

Mayor Cr Steve Rabie said the easy-to-read report reflected a strong year, both financially, and through the feedback received from community in the 2023 Community Satisfaction Survey results.

“We were happy to see Council’s top performing area remained the appearance of public areas, as we know that this is something that our community really value,” he said.

“As our community grows the demand on infrastructure and community facilities increases. That’s why we are investing carefully to make sure we continue to meet the community’s needs, with planning related services remaining a focus.

“Council has worked hard to identify and implement cost-saving measures to bolster our financial resilience despite the challenging economic landscape.

“A remarkable underlying surplus of $700,000 (2.7%) was achieved in 2022-23 (up from 1.1% in 2021-22), reflecting the collective commitment of the whole organisation to managing costs and operating effectively.

“Throughout 2022-23 we delivered $7.9m of capital works projects, with a large component of our funding coming from State and Federal Government grants.

“The attraction of $10 million funding for the IMPACT Route road upgrade and securing funding for a Mansfield Township Infrastructure Plan and Flood Study were key highlights this year.

“Completion of the Mansfield Library Refurbishment, Stage 1 of the Heavy Vehicle Alternate Route, a $2.1 million road resealing and asphalting program and the new car park on High Street were all important projects that responded to what we have heard from the community.

The annual report also reflects a wide range of community health and wellbeing initiatives including funding received for a Social Inclusion and Action Group, and finalisation of the Footpath and Shared Path Strategy to guide the future expansion of the path network across the Shire. Support was delivered to key events, such as the Mansfield Pottery Festival, Horsepower in the High Country, Stock Dog Spectacular and inaugural Mansfield Readers and Writers' Festival, with a strong community response and attendance.

“I would like to thank our community for their engagement and input this year, my fellow councillors, and our diligent Council staff, all of whom have played a role in making this a productive and memorable year,” concluded Cr Rabie.

The 2022-23 Annual Report was designed in house rather than employing an external designer as done in previous years to maximise cost-efficiencies.
